Alcohol is not what you want, use acetone (available from your local hardware store). Bonne chance! uu

I could be wrong but it looks like a permanent marking pen.

Good common coin to experiment with . Try different things to remove that black mark , like WD-40 , Bleach , Gasoline , Paint Thinner , Epoxy ( remover - thinner ) , etc.

if it is was from a sharpie, it should come off with 90% alcohol and a Q-tip. Could be from some kind of indelible ink.

A stain doesn't come off of a coin. It is into the metal already at this point. Just a stained coin now. Spender.

I've never seen black marker not come off with acetone. But that looks like what it is. As john asked raised or indented?

That's strange ,that black mark doesn't look like it's below the surface .

Whatever the cause, it couldn't have happened during the striking of the coin so it has to be PMD.

Not saying it is, if it's below the surface might be a struck through wire bristle. Then fell out during circulation? The black is the zinc starting to rot.

That even coloring and lack of any surface decay along the line is inconsistent with zinc exposure, I'm thinking.
