Unfortunately, it most likely isn't a mint error. The pad-printed red poppy coin of 2015 didn't have a single giant disc of red ink; it had a red ring, just like all the other "coloured ring" dollars.
This ink (or rather, "paint") has been applied privately, post-mint. I suspect they weren't trying to create a "mint error", but were painting coins for their own reasons. What those reasons might be I can only speculate. There is a Chinese and Korean tradition of painting coins and charms with dots of red and blue paint, but I've never heard of Chinese folks doing this to Western-style coins.
