Looks like a die chip or maybe a depressed gas bubble.

I agree it is a gas bubble. To confirm this, look at the center of bubble, it is different material than what is on the rest of the coin. It also looks like a die chip above bubble.

With the shape and location, this is definitely just a die chip. Have seen them in that spot on 83's before.

Not a mint mark, but rather a die chip lodged between the 9 and the 8.

Note no splits on that area. I agree it was a large die chip or break on the that area. Note it is taller than the devices. So the fields are showing chips (voids) on the die. Make the strike higher than the other devices.
