I'm curious to know what you think about this quarter. Is it a broadstrike?

@jon, first welcome to CCF. Second, it looks to me like this quarter started out with edge reeding, but this part of the coin is now worn away, either through heavy circulation wear or on purpose. I suspect that it will be slightly underweight and smaller in diameter than mint specs.
Added: a broad strike would be larger in diameter and normal weight.

I see signs of ridge. I agree with Spence must be under weight and diameter. The reason for:? thousands of possibilities. no mint error here.

Possibly a spooned coin but in any case it is damage.

nope, sorry, as stated, not a broad strike. broad strike coins are larger then intended, This one was in a reeded collar as you can see the remnants of the reeding on the edge. I would say spooning, but that is not right as the edge is far too perfectly smooth - same goes for a Dryer Coin. In addition the rims are not raised which tells me the same thing. I think that maybe the edge was polished off. A weight of this coin can tell volumes

casino coins often have the reeding worn off by many trips through slot machines, but those usually have a different look than your coin, so I agree with others above who indicated intentional damage

Note the hint of the rim? That tells me it was in the collar. No reverse image, but would also so the weak rim. On the 1982 cents the swollen master hub was the issue why the devices were into the rim/or very close. With die wear, this extends some of the devices showing the devices on the rim. (Like the 1968 cents) This was corrected the following year with a new master hub, that was created.  Note how the devices on the design show a larger bust and devices? So all the 1982 quarters shows this happening. Even the proof coins show the closeness to the devices near the rim:
