To me it looks like a die wear issue. Note on the full image of the reverse, you can see the same event happening on the top of the 'E' on STATES. Just strong die wear in the rim direction. (The close up images do no show this) Either way it add no premium for this. But it adds more information about the die was the issue that struck the coin. (clues) If it were a die crack, it would have flowed over the top of the devices and went to the rim on the Torch.

Wow... I got one very similar. I wonder if it could have come from the same die ? This was a 1997 P dime.

Second photo show me MD. If the die age enough for me is normal that on that part of the design will crack. Yes could be same die. that part it is more sensitive to crack due to the forces applied combinate with the MD.
