Im a new collector of US coins. To me, this looks 2 mm short. And also, the weight of the coin in the typical cardboard coin holder with 4 staples is 27.7 grams, which means that the coin holder alone can only weigh 1 gram for this to be correct. what are the % leeway in size and weight for these kinds of coins?

its telling that "con" and "coin" are nearly the same spelling.
sad with all the fakes out there now.

Take the coin out of the 2x2 and weight it. Also,post full coin photos front and back. You can also do the tissue test to see if it is silver.

@reco, yes it is very good to be vigilant when purchasing coins. I recommend putting the tape measure back in the tool box though and investing in an inexpensive Vernier caliper for measuring your coin diameters. Ideally, it should be made from plastic or brass so that it won't accidently mar your coins while you are measuring them. I look forward to getting more information from you on this coin as @john requested.

The weight and diameter look fine to me. You don't have your tape measure centered on the coin so the diameter will be slightly under 38mm, in this case it looks like it's a tough over 36mm which would be spot on where your tape is located. A Morgan in a 2x2 flip w/staples would be around 28 grams. Again you're spot on.

If the coin appears genuine in-hand, and is of standard thickness, then you likely have an authentic Morgan. Remove it from the 2x2 and post some hi-res images if you want further opinions. Good luck!
