Full coin shots of the obverse and reverse are usually much better then a screen shot if a scope. From what I can see it's most definitely PMD, something hit the coin causing metal to shift around. Keep looking!

need larger pictures and close ups but it does look like hit marks maybe die chips at best

Looks like a contact mark. Note, nothing else it affected, just that area. It is were a striking issue, all the other devices would also be affected the same. So it is just a contact issue with the coin.

Need better pictures of the area (close-up if you can, and please not a picture of a picture of your coin from a scope screen.
We really would like the see the actual picture if you can.
