That's a classic cracked skull '55 struck with deteriorating dies. Shows evidence of a poor man's doubled die. Right wheat stalk (reverse) shows a die chip--with a die crack or two. Can't quite tell for certain given the image posted

Just extreme die wear. (dies were used to strike more coins after the normal retirement)
