Not seeing anything. Just a little above average 19 with environmental staining and maybe carbon.

Value? Well, in relative terms there was a boatload of '19 Philly wheat cents minted. I'd say value for this one falls in the 25-50 cent range. I have five full plastic tubes of similar '19 coins.

Given the staining, I'd say around 25 cents at retail.
