Machine doubling. If it were a doubled die, then the mint mark wouldn't have the same distortion that the rest of the die has. I did notice the S on TRUST which appeared wider. But you might check in these areas for what a DDO for that year looks like.

1968 & 69 are two of the most common machine doubled years.
