on my 1952 S penny is this an s over s plus on the obverse of the coin around part of the rim what is the damage called and is it from the mint does it ad any value to the coin

If there is any maching doubling on the motto devices in the same direction on that area, it might be just MD from a loose machine after the strike. (If so the devices on that area will be hit close to the tops of the devices) Fins most often are a thin area that rises above the rim. (not below the rim)
Making the edge thicker:

Note the inset image of the extra height of the rim on that area of the edge of the reeds.
