I find it difficult to accurately identify an impaired proof. This one I pulled roll hunting. It has reflective qualities still and doesn't looked cleaned. The rim looks well defined and more square then rounded. Your help is appreciated.

Business strike. Not struck up full, especially the reverse.

The rims. They do not look "squared off" enough to me.

Not an impaired proof . As mentioned , no proof mirror fields and rims not squared off .

Proof coins are double struck. So the devices are stronger on the strike:

Not how much stronger the strike is on a proof coin? Note the texture of the hair. On the business strike coins the strength is not noticed on them as strong as on the proof strike.

Harshly impaired proofs are difficult to tell, but I'm in the business strike camp.
I'm also with Cujohn about the lack of detail on the reverse.

There even appears to be a die crack in the right wheat, about even with the top of STATES.
