Looks like someone spread a quart of oil on both dies on this one. Nice find. And how did this circulate as much as it looks like it did before you found it?

Dearborn, I have had these in a plastic roll container for several years. When I saw them again, I thought I would see why I kept them. I had the roll marked Low Ball Halves. I had a few other than low balls in there.

I stay with my statement of your previous post, and I can add that could be a possibility that someone took the coins from recycle bin (rejected coins).
