Images are not much help to me. If it were a partial collar, the area not inside of the collar would be expanded.      I'm not seeing that on this coin. I see evidence of an edge of the collar, but no reeds doesn't mean they were there at one time. So if the outside edge matches another quarter, then it may just be damage. So either way is not decided yet by me. Try images of the edge vertically so that the light is on the top edge of the device. That way the shadow will help me see what is really there. The partial reeding at the obverse coincides with the expanded rim area of the reverse. This is the era of the obverse being the anvil die. These two things said partial collar error to me.
