There should be no rims on this coin if it was a low pressure strike. Weight would be more help to see if it was a thinned planchet?

@COOP, you talk about the second coin? This is more interesting for me for the diagnostic. The first one no doubt press adjustment.

All the press adjustment have the rims intact. Here an example from Canada, first come to my hand to post:
