Just an over polished die issue. This is common to find. At one time they started grading these, but stopped when they realized how common it is. When the die was fresh, every thing was was there. But to rescue the die, a heaving polishing many times, removed the sub devices on the design. This can rescue also be seen on obverse coins as well:
I feel this was an attempted rescue to remove Feeder Finger Damage that it removed that much of the design.


Possible over polishing to remove die clashes on this design can be seen on several different dies for this year.

Just die over polishing. Fan the flame on them to unload their stock, get graders to slab them, and then they make a attempt to cash in on these common die devices that happened to the die as they age.
