I've had this 1999-P New Jersey State Quarter for about 20 years and have just recently purchase a microscope for more up close research. Is this a die crack going from the bottom left side of the bust through the "Q" and "U" in quarter?

Yes, you are correct on being a die crack.

It is a die crack. This area has seen many die cracks though the different designs. The metal formed to make the bust design, makes the die try to flex. Not something a tempered die wants to continue doing as the die ages. Reminds me of a Peanuts cartoon I remembered by a few decades ago:

I remembered it, and rechecked and it was in the mid 1950's when it first came out. Somethings are broken when they start to be flexed.

That is close to your other quarter, not exactly in the same location but very close. Probably a weak spot in the dies in that location.
