Hard to grade with these photos. They look slightly tilted, which can hide contact marks. I couldn't even guess a grade.

poor photos. MS63 at best and possible details for over dipping. the surfaces do not look original

theres a reason why it was $60

I am in the MS63 range. $60 is a fair price for the coin.

I assumed that a large break in luster as on the neck here would make it no longer MS?

Is it not considered „wear on a high point"?

First thing I noticed is the date. The relief seems too high, with the numerals actually casting shadows. Just a lighting effect I suppose.
Nevertheless, the coin looks processed. I would not have been tempted by this one.
