Yes, it's a proof--in this case, an impaired proof. They do show up now and then. In all my years of cent roll searching, I've come across a dozen or so.

What does "impaired proof" mean?  Does that refer to it being circulated with the marks or does that term have a more isolated/specific meaning? Thanks in advance!

Impaired proof means it was circulated by someone taking it out of a proof set and setting it free into the wild . Condition depends on how long it circulated . This 72-S did not circulate very long .
