The area around the Mint Mark appears to be raised.
The mint mark itself is darker than the rest of the penny.

Just a zinc bubble that has burst.
Eventually it will start to rot the coin.

Agree with the assessments above--split plating associated with the mint mark exposed the zinc core, which in-turn led to a nice zinc rot blossom.
