Almost looks like it is plated. Is it magnetic or non magnetic ?

 It looks plated. It also looks too well centred and fully struck to be from a smaller and thinner planchet. As suggested , weigh it and check with a magnet.
"Dipping" is not considered cleaning... -from PCGS website

It looks plated to me as well. You can also see where the pliers held the coin while being dipped.

I agree it looks plated and I'm not sure it would have full rims if struck on a ten cent planchet. What's the weight, circumference and is it magnetic or non-magnetic?

I agree with the others, it looks plated.
However, the rim clip is legit.

Sometimes they were high school experiments, plated for jewellery, sometimes a marketing ploy etc. I gave my granddaughter a set that was plated in 4 different colours so they are not uncmmon.

The corner looks like a minor clipped planchet, not marks from pliers as others suggested.
