Almost looks like it is plated.
Is it magnetic or non magnetic ?

It looks plated.
It also looks too well centred and fully struck to be from a smaller and thinner planchet.
As suggested , weigh it and check with a magnet.
"Dipping" is not considered cleaning...

It looks plated to me as well. You can also see where the pliers held the coin while being dipped.

I agree it looks plated and I'm not sure it would have full rims if struck on a ten cent planchet.
What's the weight, circumference and is it magnetic or non-magnetic?

I agree with the others, it looks plated.

However, the rim clip is legit.

Another silly question about this coin being plated, why would someone want to do that anyways?

We see these quite often on this site.
Sometimes they were high school experiments, plated for jewellery,
sometimes a marketing ploy etc.
I gave my granddaughter a set that was plated in 4 different colours
so they are not uncmmon.

The corner looks like a minor clipped planchet, not marks from pliers as others suggested.
