Your coin is in really good condition, the chips or hits near drum will not hurt the value. As asked, if they are raised then it is chips.

Raised areas would be a die chip. (Die incuse void area, showing as raised a area on a the coin)
Incuse marks would be damage to the coin. (damage to a coin, and not a plus for the coin)
The missing drum design is a small Grease Fill in the die issue on this coin. (too slight be collectable)

Looks like the holes might have been in the planchet. This area on the drum is an area that didn't get struck up fully because the portrait needs so much metal to fill in, it takes it from the reverse. I see a lot of these holes in Lincoln cents, don't know if I've seen it too much on clad coins.

it's hard to tell. I'm leaning towards raised. Just wish I wouldn't have ran my gloved finger across it to see if I could feel anything.

try getting a picture of the coin with a single light source from an angle from one side of the coin. The shadows will tell you all you need to know.
