Can someone PLEASE tell me if this quarter has a repunched mint mark and if it isn't how might it have such a definitive outline divide?

Not a repunch, something has flattened the serifs on the D.

Yes that is quite odd to have both serifs super-flattened, but the rest of the mintmark is also quite flattened from circulation.

Appears to be a circulation hit on the left edge of the mint mark.
