Full images of the obverse and reverse would be welcome. Given what's posted, I'm seeing a post-strike circulation hit (gouge).

Looks like a really nasty circulation hit, not an error. If you see metal pushed up around the edges of an incuse mark like this, it's going to be damage. PMD On a coin with a strike through the metal will not have a 'wall' that stands above the surrounding area.

When you post it's best to show a full image of both sides of the coin and a closeup if needed. These images are good for identifying this as Post Mint Damage, but we always like to see the full coin as well.

Note the head distortion? It appears it happened after the strike. Just a damaged coin.
