If it's raised, looks like a crack to me. You'll need to do some research to see if it's a known error.

I agree, it does appear to be some kind of damage to the face of the working die. Could be a crack or a large scratch.

Looks like a die crack which is not an error, it is a die event.

This is a common area for die cracks on the "new quarters". Usually, they are a little higher on the bottom of the neck. If you continue west you can see this connects on the neck.
