The 1982
DDR shows spread on the devices. You are not looking at the right areas for a
DDR. If is on the centers of the devices that you will see a
DDR:

You are looking at the outside/inside edges of devices. The doubled dies are caused by a doubled die, not altered post strike on the devices by the machine.
A coin can have a doubled die, and also
Machine Doubling:

Note the date has hub doubling. (spread on the devices) But not on the date and mintmark, there is
Machine Doubling. This can happen.

(This coin was submitted as a
DDO, but was only graded as a normal coin)
What doesn't happen is that a normal die coin with
Machine Doubling, it doesn't make it a doubled die. A doubled die is on the die, not altered by the machine. That is what I'm seeing on your coin. look at the centers of the devices, not on the outside/inside edges of devices.
