1965 Black Roosevelt With Raised Bumps

I'm not sure but I don't see how this could be post mint created. The bumps are raised and there's no trauma on the opposite side displacing metal upward. Three mounds on the obverse and one on the reverse. You can still see the oakleaf at the inside of the mound on the reverse. The mounds rise upward and are slightly concave too. And then there's the black color. Thoughts? Thank you for the help.

It's been in a fire. The heat caused the outer clad layer to separate and bubble up.

That dime looks like it was subject to high heat, we see these somewhat often on this site .

Thanks guys. I accidentally listed it as a 1970 because I have two of these. 1965 and 1970. I guess now it's worth twice as much. 20 cents for the pair. I wonder if they were in the same fire.
