Damaged. Somehow the copper plating was removed, exposing the zinc core.

The obverse has been scraped removing the thin copper layer.
Note it is only the high spots that are showing the zinc core.

Could have been placed on a side walk and someone twisted their foot on the coin and it removed the plating on that area of the coin. Just a face value coin now.
