Is this considered Shifted Edge Lettering? The date doesn't have a 9. It has 200P with a star over the P, or P over star (?). The star over the P is the first of the three stars between the date and E PLURIBUS UNUM. Also, there's a longer than normal gap between the last of the 10 stars between EPB and the date. Is there much value for this type of coin?

Keep in mind that these are added post strike on the Business strike coins. (Proof are added at the time of the strike) These devices are are incuse and damage can alter these incuse devices. So if they are pressed inwards they are damage on that area. (sometimes people will hammer these onto the bust of another coin trying to make it look like a raised letter on the top of devices/fields, when this really couldn't happen anymore)
