If it were copper, then the cladding would be missing: But I'm not seeing the outline of where the clad was removed on this coin? A closer view might show more?
Interesting. Possibly an alloy mixing issue? The outer clad layer is 75% copper and 25% nickel, so if poorly mixed, that could explain these copper streaks.
