Not sure if it's damage to the coin or possibly to the punch but do not think it is an RPM, nothing showing elsewhere.

Those are Metal striation lines. (Movement from the die sliding on that device area, a form of Machine Doubling) This is seen on coins that show the edge of the device that was affected during the strike. It happens a lot, but seldom is noticed:
