on my 1973 D cent wy does liberty look wavy are the supposed to look like that did it come from the mint like that

No @pris, it wouldn't have been minted like this. It looks like the coin took an upwards-directed hit between the letters B and E and "smushed" them a little.

Not entirely. It appears the B and E on your coin have been slightly distorted by circulation damage, as Spence notes.
