It is PMD of some sort. Hard to say exactly what.

Very odd looking. Need a nice close-up of the area on the obverse where the shiny area meets the dull area. It looks like the dull area is pealing up a tiny bit.

Not an error, PMD of some kind. A substance was applied after it left the mint.

Note the rim on the date area? There is a hit that the rim took first and the '9' was also affected. Just a spender unless you are saving copper coins.
