Could be many different reasons. They are 58 years old, and one has been better preserved than the other. They may have been different from the time they were struck, different dies, different die states, different striking pressure, any number of different reasons.

Environmental conditions and even the slightest of wear can produce a wide variety of surface appearances.

Also die states will show different look on the devices. Die polishing reduces the size of the devices. (Field removal on the base of the devices.) Coin contact/wear/vending machine damage. So many ways they can look different.
