You can say extra pony tail curl. It is cool but not an design variety or an error. It is an Die event IMHO it is an after strike trough die. For precise term of this let the others to give the name. One thing it is 100% it is not a design variety. From 1995 the dies was produce direct from a hub resulted from computer result of the medalist (designer) design.

The the back of the Eagles head on the reverse is showing Machine Doubling. I'm not seeing hub doubling on the 'que' area on the hair area. But that area might have been affected with a MD or coin contact on the lower part of the area in question?

Different angles. I'm still stumped. Maybe a retained Mint Mark that fell out of the die?
