Either way the lettering looks too close to rim in first place, that's my opinion.

Devices (letters) touching the rim are not uncommon with '68 cents--an indicator of a worn design and associated dies.

What caused the devices to fill into the rim on the 1968 cents? a swelling master hub was the issue. fixed in 1969 with a new, new master hub
