So it seems likely that a new Red Poppy 2022 $2 C mint will be released in November. In my hunt for red poppies & recent interest in them, I came across the Currency (Australian Coins) Amendment (2022 Royal Australian Mint No. 4) Determination 2022. It has a few details about the coin.
Is the expectation here, being C mint, that price will not appreciate more than if it was circulated? Any thoughts?

This coin is NCLT so a lot of people who only collect coins which circulate can happily live without owning one.
Other people buy NCLT coins solely in the hope of making a profit.
Prices of tooth fairy $2 have increased and they are NCLT.

Thanks for the info PoppyHunter, This coin will be a red hot item sure to increase in value within 1 day of purchase. A 2012 red poppy on release was $10 to buy in an RSL card. It is around $350 to $450 now. A 2012 red poppy 'C' mintmark trifold card was $15 to buy back then? You can expect to pay $700 or more now for a 'C' mintmark trifold coin. I assume from these estimates that this new coin will appreciate more than the 2012 'C' mintmark coin as there is no circulated variety. I will be buying 1 or 2 .  The mintage is all important in factoring these future increases in value. As the RAM has increased the number of rolls available for new $2 coins and 'C' mintmark coins each year ,it is probable that these 2022 'C' mintmark poppies will have a greater mintage than the 2022 'C' mintmark Peacekeeper coins. I will have a guess at 75,000. I don't think the extra mintage will hold down the skyrocketing value at all. My humble opinion.

The mintage will be 60,000... no rolls or circulated.

Well done to anyone who secured one of these coins.  The RAM eshop is a complete farce. Useless, crashed in the morning then crashed again after a new time release at 1.00 pm.  Now they have delayed the November releases until they sort it out. Their facebook page will have the new date of release once they sort their issues out. All other coin dealer websites were the same, crash crash crash.,sold out, sold out.  Do I sound bitter and a poor loser? I am.  I did manage to secure 1 coin from the most unsuspecting dealer..... Downies.  Hopefully they don't cancel my order. RAM limit was 3 coins, Direct Coins 2, Most others only 1 per household. The whole experience was a nightmare and a complete joke to all dealers involved.  All dealers that have 'sold out' will now put the price up, by who knows what ,when they have 'new stock arrived'. You can guarantee that.

Maybe the Mint should produce another run of those coins? Maybe another 100,000 or so and release them via their ballot system? That would be a fairer way of releasing them and foil those unscrupulous dealers who sold their allocations at grossly inflated prices on ebay? I hope the Mint has learned their lesson here and that to avoid a repeat of this debarcle they either mint more coins or revert to aballot system to distribute them. Time will tell.

Was not successful personally in the ballot.
Say everyone who had the chance took 3 poppy coins. With a mintage of 60,000, that is 20,000 customers. Now say 5% went to Aus Post, 10% to dealers and 25% to the mintshop & phone lines, that leaves only 12,000 customers who can win the ballot. Not sure how many active collectors there are but let's say it's 0.5% of the 25 million population, meaning 125,000. Hence, about a 1 in 10 chance. All these numbers are purely a guess. There will be a lot who have missed out.
Edit: "Legends program is the Mint's loyalty reward program... bringing membership to 104,754" from 21/22 annual report.
