Found in a coin book I recently picked up. Is there something off with the toning on the coin?

Could be a replated cent that has changed colour.
Can you supply a photo of the edge.

Agree, that texturing may be due to rust before it was replated.

The edge shot shows that it is a replated coin.
No extra value as it is considered damage.

It was reprocessed. Basically turning it into just a Wheat cent. The Surface should not be reflective on these:

definitely re-plated. The surface was not properly prepared before plating - you can see the 'orange peal' on the fields.

Believe me, there was little time spent on preparing these coins before reprocessing.
