And that squashed Eagle reverse looks half Rooshian. A saloon token?

Early American, perhaps? But the mint quality... especially on the stars... makes me want to say 1800s It has a native American-type guy on there... and what is Rooshian?  ***Civil war token?

In the context of the 19th C., an eagle within a shield looks heraldic, vs. the Federal eagle with the shield on its breast--appearing here too, but with an atypical shape. The Indian looks different than US conventions with that ear ornament. So I'll guess this is an interpretation, made outside the US--Europe perhaps?  I blew up the pic some to bring out detail:

I'm guessing it is a US civil war token but do not know.
Late Edit: I just looked through 50 or 60 pages of images with several Google key words combinations. Indian Shield Headdress Copper Civil Token etc. I saw a lot of neat stuff but none that look like your item. I still think it is US. Closest thing I found was a "hat check" token that remotely resembled this in any way. It was not an Indian head and had a different shield.

I think it might be one of the civil war tokens promoting the Union or the Confederacy

 This is what I came at. SIUOL MAHARBA Token To notice, that, read from right to left, it appears Abraham Louis!!) Abraham Louis (1747-1823), Swiss inventor and watch maker established in France..

Wow--well done on the research!  France makes a lot of sense, since both the newly founded United States and native Indians were popular themes. Are these two examples on different metals? Yours looks bronze, while the latter appears to be silver or nickel.

They are the same metal maybe the later one was previously cleaned or lighting effect.
