I've acquired a couple of missing-letter Morgans, one obviously a greased-die error (albeit a big one), and one I'm unsure how to explain. Here's the first:

Look,-Ma,-No-Letters!

This one's a little more interesting. Note the TE in STATES:

Look,-Ma,-No-Letters!

I know the coin has been cleaned but there doesn't seem to be any post-mint explanation for the weak TE. They aren't completely weak:

Note the top of the T. The ridge at the very top is at the correct striking depth, but none of the rest of the letter is. The E is similar. At 60x you can see that the cleaning wasn't heavy enough to be considered as a cause for the error. There is no corresponding mark on the obverse, like you'd expect if someone hammered those two letters with a block.

Does anyone have any ideas as to how this came about?

Hi Dave

The second could be the result of a filled die,or an over zealous die polishing,, I have seen this on other coins this type of appearance is very common on cents.

the bumps and valleys that can be seen on your coin leads me to think filled die, grease and metal filings .
