I am not even sure of the year on this penny I can't make it out. Is this an error Penny or one that was just got mangled

Not a mint error. Post-strike damage, very likely intentional. Coin didn't leave the striking chamber in this condition.

It is PMD so the date does not matter. Also,please properly rotate photos before posting.
