I'm thinking it's a damaged San Francisco mint mark as well.
ANA ID: 3203813 - CONECA ID: N-5637 Clean a coin that may be worth collecting? Please DON'T! When in doubt, leave it dirty!!

Looks like an "S".
In the future, as well as a photo of the complete coin,
include a closeup of the area you are questioning.
