Anyone ever seen a 1857 FEC with a filled F like this? also something goin on above the eagles neck too....

Nope , definitely too much metal , and upon closer inspection there is also some of it going on by the A and M of AMERICA, and that doesn't explain the large amount just above the eagles neck. Here is a better picture of that.
