Slight Machine Doubling. (Loose machine) Note the affected areas are reduced in size, not showing spread, but a reduction of the contour the affected devices. Spread would enlarge the devices:
1968-D DDR:

Make sides by sides to see if the devices are larger than normal devices, or reduced with the contour removed on the devices. (Also keep in mind that the quarter reverses often show a lot of die wear/master hub as it seems that many years the same master hub was used, and some crispness of detail goes away. Same for the Jefferson nickels through the years.)
Note on the DDR I mentioned above on the EPU area will show an enlargement on the devices:

You can have Machine Doubling on a doubled die, but Machine Doubling never makes a doubled die. Only a doubled die, can create a doubled die coin.
