It may have had a cent that was cut down to fit inside. It's an interesting coin, but it isn't an error. This is Post Mint Damage, or PMD. Spence Moderator United States 34416 Posts	Posted 11/01/2022 9:22 pm Based on the remnant adhesive in the hollowed out side, I agree with this having been one half of a Magician's coin rather than a spy coin, but either way it is a fun find. No numismatic value, but still worth keeping as an oddity. Also, welcome to CCF.
