If you are talking about the pattern all over it,it looks like a major fingerprint.

The salts in the finger print can affect the surface of the coin, altering the color a bit.

I agree that looks like surface staining, such as from a fingerprint or perhaps a wet cloth. Whatever happened exactly doesn't matter as much as the fact that it happened after it left the mint.
