1997 P Mint Dime with possible embedded copper error on reverse. Any ideas what this could be? Its not dirt. I don't have a microscope to check it as of now.

@itg, first welcome to CCF. Second, I understand that you are sure that it isn't dirt, but are you sure that during circulation, something else hasn't just been "smushed" onto the surface of this dime? Those two copper-colored spots are located on high points in the design, so it seems possible that they were added after this coin left the mint.

Some kind of stain, an acetone bath and it likely goes away.

No matter what the cause, it is not an error.

If it were clad peel then the red color would show through and a missing clad incuse mark on the coin:

Note the incuse areas where the cladding peeled?
