Looks like damage and zinc rot.
Don't really see anything that could have happened during the striking of the coin.

@bu, first welcome to CCF. Second, it looks to me like you have pics from two different coins posted here as some are duplicates from your other thread http://goccf.com/t/435690). Typically this sort of thing happens when you upload multiple pictures with the same file name. Therefore, I'm going to lock this thread and let you get your pictures sorted out. When you do, please start up a new thread for you 1999 cent. Thx.
