Is this an error where the leaves are missing on the right of the coin?

Appears to be a damaged coin, post mint. No error.

Tend to agree with the post-strike damage assessment. What does the obverse look like?

Probably damage but could be gunk that filled leaves in, the same in stem parts and other areas.

It is actually flat and smooth just on those spots with no debris.

I agree it looks like some form of PMD. There is also something covering part of UNUM which looks smooth but raised like something stuck to the coin. Clearer photos would help!
