I came across this today while sifting through some pre 82s. The L in Liberty looks like it's lifted and resting on the rim. "B" is also having some problems.... Any thoughts on what you would classify this as?

To me, it appears that this coin has taken few bashos in circulation, but nothing more than that.

by the 1960s, the cent master was worn and distorted, prompting the lower relief redesign one sees for the 1969 cent

That is pretty much how they all looked. Because of the master hub that was swelling, that device is closer to the rim. Then factor in die state and the 'L' moves even closer. So it is not a plus for the coin.
